         The East Coast Regatta will be held in Wicklow on Sunday 2nd  August 2009.

  1. ORGANISING AUTHORITY

 

The East Coast Regatta 2009 is organised by Wicklow Sailing Club (WSC)

  1. RULES AND ELIGIBILITY

 

    1. The Regatta will be governed by the Racing Rules of Sailing (RRS) of the International Sailing Federation (ISAF), the prescriptions of the Irish Sailing Association (ISA), the IR2000 (IRC) rating rule, the ISA ECHO Performance Handicap System, the rules of ICRA where applicable, the ISAF/ORC Safety Regulations Category 4, Class Association Rules where applicable, this Notice of Race and the Sailing Instructions and any amendments thereto.
    2. Entries are accepted at the sole discretion of the Organising Committee.
    3. Entrants competing under the ECHO Handicap System shall be a member of at least one of the East Coast clubs. Competitors from other clubs may enter an Open ECHO competition.
    4. Competitors in the ECHO and IRC Competitions shall have a valid current ECHO and/or IRC certificate(s).
    5. There will be no limit on the number of crew.

3.0       DIVISIONS/CLASSES

    1. Boats are likely to be divided as follows on the basis of their ISA Standard ECHO Reference (subject to the Committee's right to allocate a boat to any Class).

Cruiser Class I              Ratings of 0.875 and above
Cruiser Class II             Ratings of 0.874 and below
Cruiser Class III             White Sails Fleet – No Spinnaker                                                
Ruffian 23 Class           One-Design Class Rules
Hunter Formula One-Class     One-Design Class Rules

 

The Ruffian 23 Class will race within Cruiser Class II subject to the entry profile. The Hunter Formula One Class will race within Cruiser Class I subject to the entry profile. Other One design fleets can be accommodated (min. 5 boats) with at least 2 weeks prior notice.

If entry numbers warrant it in any of the Classes, the Committee may, at its sole discretion re-allocate boats and Classes.

4.0       SCHEDULE OF RACES

4.1        The starting sequence for races will be:
Cruiser Class II           (incorporating Ruffian 23 Class)
Cruiser Class I             (incorporating Hunter Formula One Class)
Cruiser Class III         

4.2        The schedule of races will be as follows:
Sunday 2nd August:  Race 1 & 2 –
Warning signal for Cruiser Class II will be displayed at 11.25hrs
The second races will start as soon as practical after completion of the previous race.

The Organising Authority reserves the right to amend the Schedule of Races and starting sequence.

5.0       SCORING & DISCARDS

The Low Point scoring system of Appendix A of the RRS will apply. One race is required to be completed to constitute a series.  When all three races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. Otherwise a boat's series score will be the total of her race scores.

6.0       ENTRIES

Entries shall be made by completing the entry form and returning the form to Wicklow Sailing Club. A copy of the boat's current IRC certificate shall be included with the entry or submitted on registration (if entering the IRC competition).  Entries are accepted at the sole discretion of the Organising Authority.
The closing date for entries shall be Friday 24th July.

Entry Fees:     Class I:  €50.00       Class II: €50.00        Class III:  €50.00
An additional fee of €10 for each IRC or One Design entry (if entering both, a €15 fee will apply).

7.0       LATE ENTRIES

Entries received after Friday 24th will be accepted only at the discretion of the Organising Committee and upon payment of an additional late entry fee of €15.00.

8.0       SAIL NUMBERS

Each boat shall show a distinguishing number on each side of its mainsail, which shall be the same number as declared on the Entry Form.

9.0       HANDICAPS

IRC certificates shall have a validity date no later than 2nd August 2009. All IRC ratings shall remain in force for the series.  The Organising Authority reserves the right to inspect any boat to ensure compliance with IRC certificates. ECHO handicaps will be reviewed after each race and may be revised during the series by the Organising Authority. All ECHO Handicap Certificates must be valid for 2009. The act of handicap adjustment or failure to adjust will not be grounds for redress.  ECHO handicaps for Race 1 will be published on the official notice board not later than 16.00 Hrs on Saturday 1st August 2009. Subsequent revisions following Races 1 may be displayed on the official notice board.

  1. PRIZES/TROPHIES

 

Prizes will be awarded in each Class and will consist of individual race prizes and overall prizes and trophies.

 

  1. REGISTRATION AND SAILING INSTRUCTIONS

All entrants shall register with the Race Office in Wicklow Sailing Club upon arrival. Sailing Instructions will be available on registration and may be posted on the website prior to the event. The Pre Event Race Office hours are:

Friday 31st July 2009                    18.00 Hrs – 21.00 Hrs
Saturday 1st August 2009      13.00 Hrs - 17.00 Hrs

  1. RACING AREA

 

Races will be sailed in Wicklow Bay, north of Wicklow Head and south of Six Mile Point.  The courses to be sailed will be a selection of "Olympic Triangle", "Windward-Leeward" and "Figure of Four" courses, to be assigned at the discretion of the Race Officer.

 

  1. BERTHING

Each visiting boat is requested to advise Wicklow Sailing Club of its approach to the Harbour no later than half an hour before estimated arrival.  Wicklow Sailing Club keeps watch on VHF Channel 37(M1).  Boats should await instructions from Wicklow Sailing Club before berthing in the Harbour. Berthing fees will be included in the entry fee.

14.0     SOCIAL

Entertainment will be provided on Saturday evening and after racing on Sunday. Competitors are granted temporary membership of Wicklow Sailing Club for the duration of the event subject only to the provisions of the Club Constitution.

Competitors participate in the East Coast Regatta entirely at their own risk. See RRs - rule 4-  Decision to Race. Wicklow Sailing Club and their officers, servants and agents accept no responsibility in respect of loss of life, personal injury or loss of or damage to property sustained in conjunction with or prior to, during or after the Regatta.  It is the sole and exclusive responsibility of each owner or owner's representative to decide whether or not to start or continue to race. Owners shall acknowledge their responsibility on the official Entry Form and draw attention of their crew and associates to this disclaimer.  Boat owners and crew shall ensure that they are adequately insured against loss, damage or injury to persons, boats or equipment at all times and however occurring.
